Justin Whittington, 23, of Bakersfield, California has been taken into custody on Thursday night on suspicion of child endangerment. Whittington, believed to be the boy's father was filmed hitting the toddler in the face so hard that he falls to the ground. He is currently behind bars with bail set at $1 million.
